SPC board orders HR audit
The St. Petersburg College board of trustees this morning ordered an independent audit of the college's human resources practices amid allegations that president Carl Kuttler and other top college administrators showed favoritism in hiring one of Kuttler's close personal friends.
Board chairman Deveron Gibbons said the audit would "make sure our policies and procedures are where they need to be." Though the audit will not focus solely on the case of 33-year-old International Studies director Violetta Sweet, Gibbons said, it is the impetus for the review.
Sweet, a native of Kazakhstan, received a $64,000-a-year job managing international studies programs despite dozens of applicants being more qualified, according to a St. Petersburg Times review of the 61 applicants for the job. It's not clear if she met even the technical requirements for the position, which call for four years of related administrative experience.
Sweet and Kuttler have been friends for several years. Kuttler gave Sweet away when she married, and before Sweet recently filed for divorce, Kuttler advised her to seek counseling. Both deny charges of favoritism, and Kuttler said he specifically asked to be excluded from discussions considering her application.
At this morning's trustees meeting, Kuttler sat silent as the trustees discussed the audit. Trustee Terrence Brett will select the auditor and monitor its work.

Albeit well meaning and following legal protocols surely an internal investigation will be percieved as a joke. Very bad PR.
Bring in an independent investigation team from the US Atty General right from the get go. Those without guilt have nothing to fear. It will keep this free from local opinions either way it ends up going.

I did see one galring mistake in the article...siad she got a $1,000 bonus in July.
Sharockman should have done some research, ALL employees got that bonus in July....we got it instead of a raise.

12:30 is correct. While other Community Colleges are facing layoffs, SPC employees received a lump sum bonus,even in this tough budget year. That's due to Dr. Kuttler's leadership.

CMK's goddaughter runs HR, so I am sure she is working overtime to help him. He hand picks all the people around him...he doesn't like anyone who questions or ask questions, only yes people, so hence,no searches, no interviews, no outsiders. In the last 3 months CMK has moved his former HR director to VP at the District office, his former aide to Provost Gibbs, his former secretary to asst. provost TS, his for VP at District office to Provost Clearwater, the former Financial Director to Provost TS. Many of them just got their degrees....he takes care of his yes people.

I want to address the bonus issue, since someone brought it up here. Ms. Sweet's bonus was for "additional responsibilities and assignments resulting from unfilled department posts," according to the bonus paperwork filed by provost Karen White. According to that paperwork, it was NOT in lieu of a normal raise. In fact, Ms. Sweet wasn't hired full time until June 19 at a salary of $64,074.61. Her raise came the next month. Hope this helps.

Contact the OFCCP and request an EXTERNAL AUDIT. This is the only way to ensure that hiring practices are legit and the only way SPC will face repercussions if they're not!

I am happy to see that the follow thru of the paper and the comments from people have at least encouraged the board to do something. Of course an audit by people handpicked by Carl or his cronies isn't necessarily worth that much without further follow up by the St. Petersburg Times. An audit of the auditors perhaps?

Aaron, since she was an employee prior to her official "hire" she would still have been eligible for the employee "bonus" that all full time employees got in July.
Did she get the $1000 from White in addition to her bonus, or was this the only bonus she got?
If she got an additional bonus that no other workers got just because she was "hired" to the job she was already doing then I would say that was favoritism.

It always amazed me how quickly you could rise through the ranks if you attended the "prayer breakfast meetings" with CMK. Those who worship on Saturday or Friday need not apply.
Keep up the real investigative reporting Aaron. We will not see a peep about this in the Blue and White.
PS. Ask the Nursing faculty how they felt about being called fat at the fall meeting. The fun never ends at SP College.

Wouldn't you rather those who are in an organization for years and earn advanced degrees move up? Or would you rather someone from outside was picked over them, after all their hard work? There is nothing wrong with mentoring and taking care of your employees.

The "one time pay adjustment" all of us employees got has never been called a bonus. It was a one time, lump sum payment equal to 2% of base pay, in lieu of a pay raise.
You're the only person I've ever heard calling that a "bonus." From what Aaron has repeatedly said, the $1000 that Violetta received was separate from that.
I hope this audit really is independent, otherwise it's a ruse that will amount to nothing.
Dr. Kuttler has done amazing things for this institution -- but it's time he started taking a different track. Surrounding himself with cronies and "yes men" (and women) is a mistake -- but then, bullies often cannot stomach disagreement.

Would rather have had the permanent kind of pay adjustment that carries forward from year to year. In other words, a "raise".

Where is Ken Burke in all this? As the Clerk of the Circuit Court for Pinellas County AND a member of the SPC Board of Trustees, he should be spearheading any investigation.
If such an egregious act of favoritism is allowed, then it won't be just SPC's reputation that will be damaged--it will be Burke's as well.

Here's a good start for the HR audit: How many employees have been layed-off in the last 24-months compared to the number of positions Carl has upgraded or created, with the total dollar comparison. Numbers don't lie; however, if the facts are buried, then we must be in Carl's Kingdom. Pray with him each morning, and you will be safe (or is it "saved?").

Who is Edward Woodruff Jr. and what is a Government Relations Director? There is no job listed with that title in HR's list of jobs. Woodruff is a lobbyist in Tallahassee. Was that job ever posted? BOT needs to look at many things besides jobs. Is it a conflict of interest for Dick Johnson's firm to be auditing The Foundation?

Faculty were to get 2 pay adjustments last year - Carl took the 2nd one away - then gave 1 pay adjustment for this year. None of these added into the salary schedule.Falcuty have gotten no pay raises for the last to years. Various administrators (Karen White) have gotten significant raises by moving administrators to different positions (sneaky), Oh didn't Carl hire the Governor's sister!
Until SPC started offering 4 year degrees the 18 graduate hr requirement was ignored on a regular basis. Some had absolutely no hours in what they taught - graduate or undergraduate. When I called this to their attention I was ignored.

Based on what I've read to date I have a few things to note. Kuttler needs to be interviewed, and without an attorney or prepared statement. Where is he? Is he holding meetings to tell his people what to say, and create a game plan? Is he bunkered down for the "invasion" of truth-seekers? Time to be a honest christian and tell the truth, CK! Ms. White needs to have a study-group, - not led by CK! to 6:16: Ms Sweet should not have been placed as "acting" director based on PROCEDURES! It should have gone to a deserving person from the current employee pool. This is a taxpayer-funded college, not your uncle Carl's lemonade stand! Are you folks that dense? Or, are you trying to save your jobs that may have been "given" to you??

Let the public be involved with the HR Audit, keep the administration out of it or it will be a waste of time resulting in a cover up. No doubt the HR staff is working over time trying to cover up for all the acts of favoritism that have taken place over the many years that he has been in office. Let the flood gates open up - seeking the truth, just ask those who currently work there, were employed at one time or are retired.

Look around at the student lines getting longer as they wait for service; has the number of Career positions increased at the rate the A/P positions have? Carl has mastered the illusion that he is all about the college; when, in fact, everything he does is all about him.
I have been employed by the college as an administrator for several years and had the opportunity to listen to him at "fall faculty meetings" go on and on and on about his accomplishments; his presentations were nauseating and self serving. It was the Carl Kuttler show and had little to do with faculty or others.
Carl's hired hit men and women have wrecked havoc with the employees’ lives over the past 5 years. As a "Christian" he should pray for salvation as his lack of leadership (not dictatorship) has caused the problems we are reading about in this blog and the previous blogs.
Carl should pray for Devine intervention.

Is this one of those FOC jobs I read about set up for his friends? No $$ for increases for the hard-working SPC employees, but plenty of $$ for Admin positions!!

I believe that the low morale and criticism that are presented here should speak volumes with Dr. Kuttler and the rest of the controlling leadership at this fine institution. I believe in SPC and I also believe in the entrepenurial spirit that Dr. Kuttler is noted for, but I also understand, and hopefully now others will too, that when fusing academia with financial promotion there has to be a balance. Alongside of assisting the community, and accumulating capital, leaders have to understand that praise is important as well. Furthermore, such praise should come in many other forms besides the annual standardized birthday card and a brief acknowledgement at graduation. Praise comes in the forms of monetary compensation, genuine representation, and the nuturing of a culture of respect.

I agree that many of CMK's actions should be investigated, including hiring practices and promotions. (Nobody has mentioned how the Govenor's sister rose to high ranks within SPC quite quickly!)
His demeaning and at least unethical, if not actionable, comments while calling the nursing faculty the "most overweight" at our 600+ member faculty meeting was appauling. He straddles the line of separation of church and state continuously, with Christian benedictions at graduation, and now, in Dec, even graduation in a Baptist Church (his perhaps?) I love the college, the students, and most of the faculty and admin at SPC, but CMK has taken it too far in recent years.

Ok you health center heavies, pipe down and go get the workout that Dr. Kuttler has proscribed. During these troubling times, we should not question authority. They work very hard to keep their positions on top, so show some respect will ya? If you dont like it - leave. I am sure there are more favors to go around. Unfortunately the focus has gotten off providing an education however that is less important now that there are no jobs. Perhaps SPC should look into leasing property and banking?

Crist's sister runs the University Partnership (a waste tax $$, CMK empire building) formerly run by Lars Hafenr. Again, no search, no interviews. Lars got the Provost job, again, no search, no interviews. That is the issue. It's all favorism. The "friends of Carl" are well taken care of and for that he has their loyalty. IT's a sick environment to those of us who have seen it first hand, but it's been this way for 30 years....nothing is going to change until he leaves...which will be on his terms. CMK is not stupid. He has covered his tracks, trust me.

Check out the Distinquished Faculty Adunct rate that Carl snuck in at $2,500 per credit hour - that is $7500 for a 3 hour course! This is NOT for real distinquised faculty but for Mr.(not Dr.) Kuttler's friends.
Faculty have VERY little to do with hiring full-time faculty, absolutely nothing to do with tenure decisions and nothing to do with hiring adjunct faculty. This all results in lower quality and gives Carl complete control over the process.
Carl is trying to make SPC a model for state 4 year colleges that would be the worst in the nation with complete administration control and excessive work loads for those that actually do the work.
There is plenty of money for facultly and staff raises but Carl "steals" that money for the expansion of his empire (more sites and campuses),more bureaucracy and more programs that we can't afford.
Richard Nixon, John Edwards and now Carl Kuttler.what's next?

WHO CARES!!! As long as she can do the job, what the Hell is the big deal? I think it is great and hate to see you big CRYBABY LOSERS try to discredit one of the BEST colleges in the area. I remember when this place started out in a few old buildings with some older trailer type add ons and a dirt parking lot. I think that where they are at now is a credit to their leadership and accounting. Sure there are going to be some problems, but I tell you a lot of them are just some of the uneducated and unwilling to learn or to bow down to rules. These are the same ones who will not shut off their cell phones during class, etc. If you do not like it, go away and bother someone else. If I was in his shoes and my Mother applied for a job and she was qualified, She would get it.

Far as I can see she is actually qualified for what she was originally hired for and is now in a position she is equally qualified for.

Carl meets with every external finalist so he may have the opportunity to ask his uniquely voyeuristic - bordering on illegal - questions. This is nothing new; most all employees have heard of the socially unacceptable questions he poses to finalists. Carl runs the college as if his actions are beyond reproach. His behavior used to be "eccentric" but, unfortunately, Mr. Kuttler advanced to "extreme" several years ago.

Taxpayers contributed to Kuttler’s numerous trips to Russia (more than twenty!). Who was invited? His BOT boys and girls, Sullivan’s family, and finally this March, his mistress Sweet and BOT Chair Gibbons…What were the results? Fake partnership agreements and many promises of faculty and students’ exchange… Oh, I almost forgot the performance of Russian students from Orenburg in Palladium which was announced as an annual bonus for his “peasants” (read between the lines - mandatory for all administrators and full-time employers).
It’s obvious that all his traveling spending is self-promotional and self-enjoyable and MUST be investigated thoroughly. Only this spring spending of King Carl I and his Mistress Viola on their trips to Italy, Russia, and Puerto Pico (without spouses for sure) along is enough to create at least two faculty positions for the whole year. And, finally, for SPT and BOT records – faculty allowance for traveling to professional conferences (even presenting) is $200 per year. Hypocrisy at its highest! This criminal practice MUST be stopped.

So, John at 1:53 a.m., "as long as someone can do the job," it doesn't matter if the best person for the job isn't hired? IT MATTERS whether the president uses his influence to hire the best person or his friends or those who share his faith or biases. Why does it matter? This is a public institution, not a private business. The college belongs to ALL of us in this district and Kuttler is a public servant, or is supposed to be.
Let's not confuse Kuttler's expansion with improvements--he often expands into new programs while cutting back on other vital college services.

Sweet was interested in the job, applied for it, and got it. How is it HER fault that they chose her? And she is NOT his mistress! If you have proof of this, then show it; don't just shoot from the hip. Stop and think about the fact that she is a real person with real feelings before you accuse her falsely. Anyone who has knowledge of her work knows she is doint a tremendous job.

Urgent from marketing\media department to all employees (budgeted and non-budgeted) – request to complete the survey by this Friday: “The intent of asking for the information is to help the College in meeting its commitments to equal opportunity and affirmative action. Survey results will be used in summary reporting format for compliance with Federal and State reporting requirements and implementation of St Petersburg College's affirmative action policies...”
Step two: Tuesday, September 16, 2008 5:30 PM - message from the President - Tuesday, September 16, 2008 5:30 PM – “…SPC could receive another $6- to $7-million in cuts this year… Further reorganization may be necessary and some programs will need to be reviewed closely…” and at the very end – “In another matter, the Board of Trustees this morning commissioned an independent review of the college’s hiring process. They have my strong support for this action.” Food for thought… your program might be reviewed... and eliminated…

About Sweet credentials: The Semipalatinsk Technological Institute does not exist on the map of educational institutions in Russia. You will never find ANY information about this school, neither its degrees. It also isn’t included in the official list of universities in Kazakhstan. Getting a bachelor degree in Russia requires 5 years of studies after completion of high school. She is 33 but 13 years ago “in 1995 she received a bachelor degree.” Buying a diploma is a normal practice in Russia but why from the “milky” school not Moscow State University or Business school in Saint-Petersburg? One more comment on education in Russia – degree in Business administration and all business related disciplines were not awarded in Russia\Kazakhstan\Ukraine until 2000. But, we all know, in the "White" and "Sweet" world of Carl’s kingdom, simple math, logic or ethical\ moral standards don’t exist or work. This practice must be investigated thoroughly by SPT and brought to the national attention (not by internal audit). Thanks Aaron for your bravery, but please continue.

This “girl” has fortune to be hired and unique opportunity to learn…5-10 years from now she might be ok but it’s suspicious… Unfortunately, her good personality (if it’s right), her devotion to church and loyalty to Carl are not enough to run a department. A lot of people feel sorry for her being one of the victims of Kuttler’s system. But remember, Sweet DOES NOT have a real bachelor degree neither experience in International education. It’s an illegal act to accept such a job. Proof of her role as a mistress is not important – her dedication and his admiration are.

If Sweet's degree is not legit, then why did Josef Silny & Assoc, Foreign Credential Evaluation Service, Miami, show her degree as equal to U.S. Bachelors in Business Administration and show the school as accredited? If it wasn't true, their credibility would be on the line. And you are right, if she bought her degree, she WOULD have chosen Moscow State University, not the “milky” school! So I believe the degree is a real one.

How many years could an audit possibly review? It would have to delve into many years of Carl's history of sinister underminings and inequal treatment which resulted in ruined careers. Did he look back? No, he looked forward while rewarding those hit men and women who helped make it happen. Thank God that Dr. Michael Bennett is no longer with us to witness the disgrace "his protege" has been bringing to the quality institution which Dr. Bennett had lovingly built.

It will be too bad if this audit finds wrong-doing, and if so, it should be rectified and there should be consequences. But I also think we should remember that many, many good things have happened at this college because of Dr. Kuttler's leadership for 30+ years. Don't make him out to be the devil.

To 12:33: An unbiased audit will find years of wrong-doing if Carl has not destroyed/covered up the evidence. When he was housed at the District Office on 66th St., he had a shredder next to his desk for years. Yes, he has created tremendous growth for SPC, but at the expense of students, (true) faculty and (actual) staff. When it pertains to the workings of the College, he talks as if he is fiscally-responsible; but, if it's something/someone he wants - the funds are infinite. The Foundation covers most of his travel expenses not covered by the State - did someone say Dick Johnston's firm is auditing the Foundation? He (including his daughter) was hired, several years ago, as the "Internal Auditor" in-between his Trustee stints. (Wonder what that paid/pays??)

Clarify please: If Edward Woodruff Jr. has been "the College Lobbyist for over ten years," we employed him the same time we've hired the services of the lobbying firm "Trinity." Is Woodruff a lobbyist in one location and Trinity located in another? We still employ Trinity for lobbying, correct? How many Lobbyists represent SPC - at what expense? (It is the taxpayers' money.)

Now is the opportunity for the Odoms, Roberts, Davis, Williams or other administrators who have retired and have nothing else to lose to step forward. You could correct alot of wrongs that King Carl forced you to do. Everyone of you has a story about having to tell a current dedicated employee that you were in error telling them they had a promotion because King Carl needed to fill the position with one of his favors. Show us that you meant it when you said "We were all family." Family values, work ethics what does it mean at SPC, not much it seems. But we do have an Ethics Institute that White was instrumental in starting, hmmm....

Carl's influence over the hiring of staff, administrative and career personnel is most certainly in violation of employment law and now his god daughter (Pattie Jones) serves to protect him from reprisals. His hiring practices are illegal and highly unethical.
Carl's personal friend who is now contracted (OPS)(former SPC HR director) is involved in all career service hires and has often overturned the hiring of "the most qualified" for candidates better connected and less qualified candidates.
I would also question why Mr. Kuttler purchased $18,000.00 worth of books, written by his close friend, to be passed out during a faculty/staff meeting, ostensibly for advance reading in preparation for the meeting. According to those in attendance, few if any read the book as it’s relevance to the topic was lost to the participants.
He had a second set of books (titled: 10 years younger) passed out at the fall faculty this year for reading by the participants at this assembly. This book was also written by another of Carl’s personal friends.
Finally, it would be interesting to know exactly how many hires of former federal and state politicians, their family members and friends who now work for or have worked at the college. I personally know of five or six individuals who meet this criterion.

In these hard economic times will King Carl still be spending $500,000 on this Critical Thinking joke he wishes to foster on faculty and staff for the SAC's accreditation? Of course his administraton is exempt from any Critical Thinking initiatives. How much money will he flush down the drain on Internation Education and his Government Institute for a senile congressman?
Thanks to the control freaks in Carl's administration all new full-time faculty have to take two incredibly stupid graduate education courses. No matter how much experience you have.
I have noticed that many in his administration get these low quality degrees in education (NOVA, Barry University,etc.)to move up the ladder.An excellent example is Lars Hafner who do so very much to wreck havoc on the St.Pete Camupus.
This administration has NEVER done anything of significance to reward outstanding teaching or community service.The King doesn't care about quality instruction only your religion and expansion of his empire.

There is an incestuous connection between Rick Baker, who boasts that Kuttler "prayed" him into office, Terry Brett and Devron Gibbons, co-chairs of the Baker election campaigns and now on SPC Board, Dick Johnston (also on the SPC Board) and the Board of Florida International Museum where Baker was president and where Baker has spent millions of tax dollars to keep this poorly run "museum" afloat and where Kuttler got a sweetheart deal for a downtown campus - including a 450 space parking garage.
Aaron, check out how the city got involved with helping Kuttler build the SPC library and how much that cost the tax payers. The city had a use agreement with the Pinellas County School Board to use the Azalea Library for both students and citizens. It worked just fine. Kuttler had plans to build a bigger library at SPC and talked his old buddy Baker into funding part of it for about 5 million dollars. To justify the expense, Baker ended a perfectly good use agreement that cost the tax payers nothing, so that the west side library could be built for Kuttler's Kingdom. Yes, its a great library ( anyone could build a great anything with enough tax payer dollars ) but the way it came about is the consummate political arrangement between good old boys.
The first article stating that Joe Lang and Dick Johnston were "investigating" Kuttler's hiring practice was laughable. Of course, they found nothing wrong. Now Terry Brett, Baker's heir apparent for mayor, is overseeing a process to hire an auditor to look at Baker's best buddy, Kuttler? Are you kidding me? The fox guarding the hen house.

Woodruff is Tallahassee only and does the leagl stuff/aapropriations for the college.
Kuttler himself and his senior admin do the lobbying in Tallahassee and the college doen't employee any other lobbyists there.
Neve heard of Trinity, are you sure they are a lobbyist firm? If they are they may Lobby in Washington.

To 9:44: "Trinity" is definitely a lobbying firm that may be "described" as marketing or something just as vague; but, it is a fact that SPC had/has them on contract for several years to represent the College. The contract would be in each of the Board minutes under "Request for Contract" for the period we engaged the firm, and renewed the contract. [Carl had an affinity for a blonde executive involved (no reflection on her - she was intelligent and hard-working) but that's his well-known weakness. Should our taxpayer dollars support such tomfoolery?]

been following this story from out of state...looks like there's a need for a federal investigation..a public college and federal funds...looks like lots of $$ involved..write to FBI and request an investigation, your local branch is FBI,5525 West Gray St, Tampa, FL 33609. If you think local politics would effect a fair investigation, call FBI in Washington 202-278-2000...do it annonomus! write the evidence you have and mail it! This man should be investigated and it appears he won't leave, so he'll have to be taken out by someone who doesn't have a relative working there!!!
also, start writing to out of state congressmen and senators..research and find those on education committees...this situation is horrible and such a shame!

The "Chief of Staff" administrative/professional position newly-listed on the SPC website, paying max of $116K, and merely requiring a BA, is ONLY OPEN TO INTERNAL CANDIDATES. Is that legal in a public institution? Mr. Kuttler's office lists 13 staff members; who would also need a "Chief of Staff"?? Is this salary coming from the nonrenewals and deleted positions aka lay-offs? The County has lost positions/employees also, at least the County respects their employees enough to call them lay-offs.

There is a trinity Services, Inc. out of Oldsmar which is listed with the State of Florida, but it doesn't list SPC as a client. It has 2 lobbyists working for it/own it and neither of them has SPC listed as a client.
According to FL law they would be violating the law if they didn't list SPC as a client if they were taking money from the college.

Why is this blog SO hard to find, even with the http address? It should be up front and clearly visible on the website so the general public can read it too and learn what goes on at this college, and the article itself about the BOT doing an audit should have been printed in the newspaper. Find it hard to believe that this was reported on Baynews9, wasn't one of the newscasters family members hired, they had a degree but no experience, would this be a conflict of interest? A fulltime employee had already been told they had the promotion, but one call from Carl and no promotion. What a slap in the face employee had been working overtime/adjunct in the position for years. This even happens in the low end, job was for a career employee, starting at about $17/hr, ten years ago that was real good pay for a career employee. You want laundry, theres plenty of it, it's college-wide! Quote from Patti Jones to career employees, "SPC is the best place to work in Pinellas County."

People asked about the Gov.'s sister and how she was hired? She was an Asst Principal in Pinellas Co. From what I heard, she had applied for a Principal slot w/ the county and she didn't get it. So, all of a sudden, SPC's College of Ed had a new, high-paying admin position, which she had applied for. ANOTHER long-time SPC employee, who was interested in the position, was told to "not bother applying." (b/c the job had been designed for someone else). We all waited to see "who" would fill this job, and low and behold, it was Crist's sister (he was running for Gov at the time). I don't recall ANYONE being on the search committee or anyone else being interviewed. She also had a beautiful flower arrangement on her desk the 1st day of work from CMK...I didn't get one of those on my 1st day??
She entered into the position with NO higher ed experience and could not have been credentialed to even teach one of the COE courses. After one year, she was "promoted" to her current position with the UPC. (Granted, I LIKE her very much as a person. She works hard and learns quickly, but she was NOT qualified for the 1st job she had with SPC).
Hope this shines some light on another 'interesting' SPC hire!

With such serious allegations, and Federal funds and taxpayers' dollars involved, Kuttler should be immediately removed from his position so he is not allowed to destroy (additional) evidence. How can people who have specific concerns contact the audit committee doing the investigation? Most of the comments responding to the blog and articles are so vague (probably because of fear) that they do not really give enough clues to enable the reporter and investigator to follow up. But if people have actual facts of favoritism, they should have a way to come forward.

I think that this has rattled folks, but unless someone comes forward with real evidence, Kuttler will still be here for the next few years or until HE is ready to retire. Like any good political machine, he has insulated himself too well and has too many people to take the fall for him.
Have favors been done? I'm sure. But come on folks, when has it not been about favors and placing folks in position to help push certain agendas? The entire point behind an appointed BOT is about promoting someone's agenda. Why is this favor such a big deal? I mean really, who pays attention or even cares about the International Program at St. Petersburg College?
If adjuncts have problems, they should have voiced them like those at other institutions. If full time faculty and staff have issues, then they could have organized a long time ago. But no, folks are either cowardly and hide in their offices/cubicles and whisper or they suddenly grow chest hair and make anonymous accusations and vague references on an electronic blog. What jokes! Sounds like a bad PAC to me.
No, Kuttler will continue to be there to do what he wishes, but I think that he will be more powerful than ever. He probably won't be as cocky, but if I were he, I would sit back and laugh as if to say, "Is this all you got?"

Big Al is right that faculty should unionize and protest, but what he doesn't realize is that this has been tried before and failed due to Kuttler's unscrupulous handling of things. In the last union vote (20 years ago?) the vote was very close and mitigated by his changing of librarians to faculty designation. Overall, he makes the atmosphere so hostile to any union discussion that faculty are fearful of their jobs for openly advocating forming a union. While many faculty are involved and interested in seeing that the best things are done for the students and the school, there are also Kuttler apologists in the ranks.
The faculty governing body has, for years, proposed new policies but those proposals usually end with Kuttler (who has the final word) just saying no with rarely any explanation for turning down those proposals.
What some don't realize is that voicing opposition or concern when you're in a vulnerable position (program chairs, adjuncts, even faculty) means only that you are at risk of losing your position, not being promoted, etc. Just speaking out at SPC does nothing.

Whether or not something illegal has been done, the hiring actions are improper and unethical. The standard of conduct should be to avoid even the appearance of impropriety, not simply to follow the letter of the law. The current situation is demoralizing and a black mark on the good name of the college. The BOT has a responsibility to hold higher standards for the colelge.

There have been so many wonderfully tallented administrators and faculty who have been forced to leave SPC because of King Carl's dominance and control. The sad thing is that King Carl always takes credit for having "grown them" for their new responsibilities. It is bad enough that they are forced to leave an institution that they loved but to have King Carl take credit for their success at another institution is just another example of his "its all about me mentality."
The students are the ones being short changed here as they are missing the interaction with some brilliant higher education professionals who have gone on to make significant contributions to their new institutions. Just ask folks like Willie Felton, Robert Sullins, Patricia Rowell, Carol Copenhaver and many, many more. They to have stories that need to be heard.
SPT please do a great service to those who remain at SPC who are forced to work under such oppressive conditions and for the students whose lives will be changed by their experiences at SPC,keep seeking the truth.

We are constantly told that we are in a budget crisis, well then why does some russian get a job every time the regular staff have to do more with less staff. I know of one russian woman that was given a part-time career position in the Int'l Office at SP/G when other career staff had to work in other areas because they couldn't hire new positions. The woman still doesn't speak good English nor work on the computer efficiently. But recently was given anothe part-time job to make her full time, all while other career staff jobs were eliminated. I've heard tell that she proudly states that Carl keeps her safe. When is the BOT going to wake up and smell the rancid coffee?

Even though there is "no money for raises" for anyone - let's not forget Mr. Kuttler's RAISE in June with his BOT evaluation: was it really 19% added to his Base Salary plus benefits that weren't produced openly for staff to view??? He proudly touts our benefits; why aren't (all of) his benefits (including those the Foundation kicks in) proudly posted? If I'm wrong, show me the correct figures/benefits for all to see.

SP Times has buried Carl's Museum "Legacy" story, closing the window for comments. This is how it's been for years. We get our hopes up that someone in authority will go up against Kuttler but no one does. He'll continue to pillage the funding to build his empire/stroke his ego until (this is what the saying is now) "they take him out, heels first." Why would he leave on his own? He has all that he wants at his disposal. Will someone in authority please stand up for what is right or, at least, stand up for the students who are being robbed?

Why has no one blogged about the new MAP centers that are such a disaster? These generalists were hand-picked (including Channel 9's newscaster's wife) to be promoted from grades 2 or 3 to a grade 7!! Increases as much as $10,000 a year (see the HR salary web site). Students had a 3 hour wait to register because generalists were so slow & untrained - they had to bring in staff from other areas to help out. How is this saving SPC money? No one else got raises but a chosen few? Now they sit and twiddle their thumbs while making big money. Whose idea was this? Popcorn won't save the day or make angry students return. These are the crazy ideas of FOC's people.

It is a sad commentary ... that most of you do not appreciate the good work King Carl has done. While Ms.Whatever did not have the best credentials... no one has complained about the job she has done. After all Ronald Regan did not go to Harvard and history has been very knid to him. Unfortunately, it is the "American Know Who" ... sad but true. In the end Carl Kuttler has done a good job for St. Petersburg College. It is important to look at the big picture ... not the petty thoughts.

illegal hiring practices at a state/ federally funded college are not "petty thoughts" misappropriating federal and state funds is not "petty thoughts" I believe it's a felony!!
You need to imagine where the school would be if the funds were not misappropriated!! It could be much better than it is today!!
For example,USF has grown in the past 30 years. The Bay Campus used to be old run down buildings near the airport! Just about every college in the US has improved in the past 30 years! get real!
Just because SPC has grown, one should not praise CMK when there are serious allegations that appear to have substance!
although lots of things in life are not fair, and people sometimes do not get a fair shake, illegal is different from unfair!
think of how much better SPC would be if the most qualified taught, instead of an unqualified FOC?
think of how much better served the students would be, if employees were experienced when a position calls for experience, instead of (FOC)fumbling around all day- some can't even master answering the phone! Long lines to register!
think of how much smoother admissions, signing up for classes, transferring, registering would be if the best and the brightest were hired, instead of uneducated, inexperienced FOC losers!
Hopefully the FBI can get a ticket for the museum barbecue--they can bring a bus! They can round the FOC's up like the "Branch Dividians"!!!!

By 8:51am: How can people who have specific concerns contact the audit committee doing the investigation? Most of the comments responding to the blog and articles are so vague (probably because of fear) that they do not really give enough clues to enable the reporter and investigator to follow up. But if people have actual facts of favoritism, they should have a way to come forward.

I would guess that the person heading up the effort will have to report to the BOT at the next meeting who they are hiring to do the audit and what the cost will be.
That information will have to be in the transcipt of the meeting.

If the Board Of Trustees audit had a chance of achieving an honest outcome, Kuttler would have already resigned or retired. Make no mistake, it will require serious pressure from the media to ensure a thorough and fair investigation is done. Beyond that, one cam only hope that the politicians he has supported who return his favors will realize that his usefulnes has come to an end and that their continued association with Mr. Kuttler will only damage their reputations.

Who do you think "leaked" the hiring to the press in the first place.
Would seem that someone has decided it's time for Kuttler to go and this is how they are going to do it.
Think about it...The BOT is becoming the board that Crist built.
Deveron Gibbons and the new guy ( who is heading up the audit) are both Crsit supporters, Burke and Bilirakis will do what they are told and Only johnston will stay a FOC.
What happens when the audit reveals violations???
White will take the bullet and resign to cover for Kuttler, but Kuttler will have lost his power base will step down within the year...

didn't king carl address the admin and faculty by issuing a required "survey" to be turned in by Friday? He addressed them as he always does..with fear and intimidation in a "letter from the President." You know, the funny thing is, KING CARL, or should I refer to him as MINI-ME VLAD, really does believe HE is responsible for the furthering the careers of non renewed employees! What nerve. In reality, those individuals that were non renewed are the lucky ones. Just ask around and you will see how envious people are of those who have escaped the Wrath of the Dark One.

Please contact the St. Petersburg Museum of History (careful how you do it) and let them know how upsetting it is for King Carl's Legacy of Leadership Exhibit to be there.
There is no one at the college who has done more damage. What he can't take credit for or control he tries to destroy. The school newspaper (Wooden Horse), the P.E. department and theater department are long gone.
The King would like to take credit for a four year state colllege model that would be the worst for students and faculty in the nation. Where the administration would have complete control - no shared governance.

If the Washington Post could bring down the President of the United States (Watergate), surely the St. Pete Times can follow in that paper's trailblazing footsteps! Come on, SPT...show us what you're made of. Dig deeper and talk to those who truly have a story to tell. The taxpayers, the employees, but most important, the STUDENTS deserve better than this!

I can list 25 SPC employees that got hired because they are FOC's; another 20 that got promotions this way; another 20 whose relatives were hired -how do we give SPT these names without HR fixing their files? SPC needs a total overhaul with someone HONEST at the helm!!

What happened to all those Austin Texas trips taken during the months of May to August and the "situations" that led to many women's advancement afterwards? Also, wasn't carl lost in the desert with his sweeetie? What happened to the meritorious awards that were given to so few blacks-------Oh that's right, there are only about two to three there. It's rumored that he has a Black English teacher who is stated to be excellent in her field workingh for peanuts. Shame, Shame!

Auditors: Why not move among present day faculty and see what "some" who are not bought and paid will tell you?Start at the Gibbs/Campus where he has some of the most non- experienced chairs filling in for two departments and "one "can't find "her way" into a graduate Program. Her salary is twice that of the woman who was paid $64,000! Talk about doing nothing to earn salaries! Talk to some of the qualified faculty-if you are truly auditing for honesty-On the other hand, if this a ploy dont' waste time.

ALL of SPC needs to be investigated. Numerous departments practice the same system of hiring as CMK, giving positions to friends, family.
BOT policies & procedures are also violated by Department Chairs with unchecked autonomy. EA/EO, State Education Chancellor, where are you? HELP!!

I have just finished reading the articles and blogs! I also have a student who is in high school, and SPC will NOT be on the list of potential schools for consideration! Once this word gets around to the numerous high school guidance counselors, I can't imagine that they will steer potential students to SPC..I will also spread the word to other parents who may not be aware of this..we're also taxpayers!
How can one man be allowed to ruin a school...and I agree with the student who wrote that "who knows where SPC would be today, if things were done legally!" I hope all FOC's are found out and fired immediately! With the current economy, it should be very easy to replace unqualified, uneducated fraudulent workers.

Despite some of Kuttler's approaches to hiring, there are many exceptionally qualified faculty members at SPC. Former students will attest to that. It's easy to find out instructors' qualifications by going on the SPC website and looking at instructor information pages in different departments: http://it.spcollege.edu/course_info/
Don't penalize the instructors who do an excellent job in spite of Kuttler's problematic hiring at the administrative level. Many instructors at SPC are qualified, caring teachers and scholars. Their students do very well when they transfer to other institutions such as USF, UF, FSU and elsewhere.

What is happening at SPC is not the exception to the rule, but the rule.
Don't think you will find a college in this country that, at some level, have hiring practices that are influenced by politics of all sort- state, local, BOT, alumni booster, foundations etc...
May not be right and just, but that's the way the whole world works.

To 5:57 - Thank you for your wholesale judgement; obviously you have not worked FOR Kuttler. He hasn't been "innocent" for 30 years; he has practiced his sport of breaking employees' spirits and honing his gift of career ruination for easily that length a period. Hence, "proven guilty" merely depends upon 1) someone out there who is willing to do their job and 2) reaching the evidence before CMK has the time to doctor/destroy it. So, if you are hearing "mean-spirited" or if you think some commentors need to "get a life," perhaps you may consider the frustration staff/faculty feel when they desire to meet the needs of students/share their knowledge with students, all the while knowing that Carl and FOC are wasting the Federal Funds and Students Fees on themselves. The resulting frustration may present as bitterness.
