TAMPA -- The quadriplegic man dumped from his wheelchair at the Orient Road Jail has been pulled over by police in downtown Tampa.

Brian Sterner, 32, of Riverview was pulled over by officers from the Tampa Police Department about 9 a.m. today, police say. Sterner will be issued a traffic citation, not taken to jail, police say.

Police were still on the scene at Jefferson and Jackson streets downtown about 10 a.m.

Sterner was on his way to a court hearing, where a lawyer has asked a judge to seal records about his mental capacity. Hillsborough Circuit Judge Robert Foster has issued a ruling that he will not seal the documents, but they are being edited by court personnel before they are released to the public later today.
